The aim of this thesis is to present the problems of smart specialisation in Poland at regional level. This is a concept that arose several years ago in the European Union. The general principle of building smart specialisation is its bottom-up nature. These are not top-down concepts, but development policies prepared jointly by the authorities, economic and scientific authorities (bodies), taking into account the specificity of a country or region. The work consists of six chapters. In Chapter I the author presents the formation and evolution of the EU regional policy, which provides the basis for further consideration carried out in the thesis. Chapter II is devoted to the pillars of the UE new industrial policy. The that Chapter the author presents such factors as shaping the competitiveness of regions or theories of regional development, which became the basis for modifying the activities at the European level in relation to social and economic policy. 6 Chapter III is entirely dedicated to presenting the concept of smart specialisation strategies. In his reflections the author also presents the dilemmas and doubts that this concept brings about. Chapter IV is devoted to the presentation of smart specialisation in Poland at three levels: regional, macro-regional and national. In that Chapter the author discusses the criteria of selection of specialisation by voivodeships and the conditions for specialisation. In addition, the author introduces a description of specialisation at macroregional level and describes National Smart Specialisations. Chapter V is entirely dedicated to the additional programmes that regions prepared for the development of the areas they identified as specialisations. The author also describes the changes that have taken place in the perception and conduct of development policies. Chapter VI presents the first effects of implementation of the smart specialisation strategy in Poland. The author describes the new development policy concept contained in the "Responsible Development Plan" as well as the implementation of projects co-financed by the EU structural funds for the development of specialisation and investment projects implemented in Poland.
