The subject of this dissertation is devoted to the instrument supporting the implementation of a responsible, balanced and transparent fiscal policy - fiscal rules. A particular focus was put on the development of a new index of their assessment having in mind the impact on sustainable economic growth accompanied by stable public finances. This dissertation discusses the role of fiscal rules in public management, indicating the rules resulting from the European Union's regulatory system and applied in selected EU countries. The durability of the fiscal rules applied to the sustainability of public finances was confirmed. The fiscal rule index applied by the European Commission in the context of shaping public debt and GDP growth was assessed. The New Fiscal Rule Index was developed, taking into consideration aspects of fiscal rules sustainability and relations with macroeconomic processes, strengthening the stabilizing nature of fiscal policy.
